VideoXpert: How to setup a CMG as a local NTP Server.

It is highly recommended that VideoXpert be sync'd to a GPS clock for accuracy.
If a GPS clock is not available the time will gradually drift.
If time is not synced video displayed on the OpsCenter will start then freeze after a few seconds.
