DS ControlPoint connects to the DSSRV DIACAP server but all IP cameras have a red slash. This is caused but the Windows Firewall having the DS Video Server Service being disabled.

Network connection was set as Unidentified network causing the Windows Firewall to block incoming connections to the DS Video Server Service.
You can try to add/remove the default gateway for that Local Area Connection. If this does not bring up live video follow procedure below.
Go to Start > Control Panel > Administrative Tools > double click Local Security Policy, click Yes to User Acess Control window.
Click the arrow for Windows Firewall with Advanced Security > Windows Firewall with Advanced Security - Local Group Policy Object > Click on Inbound Rules
Right click on DSVideoServerService and select Enable Rule
Right click on Windows Firewall with Advanced Security - Local Group Policy Object click Properties
Verify that Domain Profile, Private Profile and Public Profile are set to Allow for Inbound connections, then hit ok.
Close all Windows and restart the DigitalSENTRY Video Server Service or restart the DSSRV2.
Verify you have live and playback video.
Note: Another work around would be to check RTSP Tunneling in DS Admin Under Edit IP Camera Settings
