WebClient installs and runs normally until the client session is terminated. On the next client session WebClient goes through an install process as if WebClient had never been installed.
WebPinpoint appears to uninstall at the end of each client session. Deleting WebPinpoint folders and registry keys do not resolve this issue.
This issue was resolved by uninstalling WebClient on the webserver, including deleting the folder structure and associated registry keys and then reinstalling WebClient.
