B will always equal 0. M will be the power factor assigned by the power company (or the manufacturer of the meter such as Veris.) So if you're told that each pulse is .305 KWh, your M is .305. Veris' 6000 series are configurable from .005 to 1 KWh per pulse. The exception to this would be a dual contact meter. In that case, they may alternate between contacts for each pulse. Therefore, you would double the power factor for your M since you're only reading half of the pulses.
